The 2011 311 earthquake devastated the Fukushima region in Japan, claiming over 20,000 lives. However, 184 students at a local elementary school survived by following crucial evacuation principles. Reports indicate that disaster preparedness resources stress the importance of immediately evacuating to higher ground when an earthquake strikes near the coast, instead of making phone calls to check on others or observing the sea, as tsunamis can arrive very quickly.

In the book "Surviving Disasters" by scholar Akira Ikegami, it is pointed out that there is less than a few minutes from the earthquake occurring to the tsunami arriving. Those facing an earthquake must not hesitate to head for high ground or move away from the sea. Delaying to observe abnormal conditions on the sea may lead to being too late.

Furthermore, the book advises coastal residents and visitors to consult local disaster maps to identify safe evacuation points and escape routes, ensuring that they can respond swiftly in the event of disaster, and avoid missing the ideal time to evacuate.
