Chen Shih-kai: The Appointment of Shih Che as Chairman of High-Speed Rail is Based on Capability, Not Political Favoritism

Transportation Minister Chen Shih-kai announced today (11th) that Shih Che has been appointed as the chairman of the High-Speed Rail (HSR). While Shih has a long history in the cultural sector, there are concerns about his lack of transportation background, leading to allegations of political patronage.
In a radio interview, Chen clarified that this appointment is not based on political factions or rewards but rather on capability. He emphasized the upcoming challenges for HSR, which has been in operation for 20 years and faces increasing public demands for service improvements, particularly with new trains expected to be delivered by the end of the year. Service enhancements will be entrusted to Shih Che, while operational decisions will be managed by the newly appointed general manager, Chen Hui-yu, who has risen from the grassroots level.
Chen mentioned that he had discussed potential candidates with the President and Premier, with most suggestions coming from him. Shih Che took time to consider the role, fully aware of the current political environment and the inevitable scrutiny that would come his way, but ultimately accepted the position due to a sense of mission. Former HSR chairman Zheng Guang-yuan will be taking over as chairman of Taiwan Railways, and Chen expressed gratitude for Zheng’s contributions, noting his extensive experience in various sectors, which will aid in reforming Taiwan Railways. When discussing Zheng's salary reduction of 200,000 TWD after his transfer, Chen stated that the Ministry of Transportation prioritizes mission over salary.
