US Mediation Leads to Peace Agreement Between Rwanda and Democratic Republic of Congo

Under US mediation, Rwanda and the Democratic Republic of Congo signed a peace agreement in Washington on the 27th, ending a conflict that resulted in thousands of casualties. The foreign ministers of Rwanda and the Democratic Republic of Congo signed the agreement at the US State Department's Treaty Room, with Secretary of State Blinken personally witnessing the moment, describing it as a "significant moment in 30 years of turmoil."

The agreement includes respect for the territorial integrity of the Democratic Republic of Congo, a prohibition on hostile actions, and a cessation of contact with non-state armed groups; Rwandan troops are to withdraw from eastern Democratic Republic of Congo within 90 days, and both nations will establish a regional economic integration framework.

President Trump praised the agreement, stating that the region will open a new chapter filled with hope and opportunity, bringing an end to violence and destruction. The agreement is also expected to pave the way for subsequent negotiations between the US and the Democratic Republic of Congo, with the US planning to exchange security assistance for control over important mineral resources in the country.

However, analysts suggest that this peace agreement may not immediately resolve internal conflicts within the Democratic Republic of Congo. Since the 1990s, the country has faced conflict with hundreds of armed groups, several of which are believed to have received support from the Rwandan government, including the "March 23 Movement" (M23), which swiftly captured two key cities and mining areas in eastern Democratic Republic of Congo earlier this year. M23 has publicly stated that this peace agreement does not apply to their organization.
