Taoyuan City Government Looks to Tokyo's TOD Experience, Zhang Shanzheng: Constructing a Comprehensive Urban Development Blueprint

On the afternoon of the 21st, Taoyuan Mayor Zhang Shanzheng chaired a city government meeting to hear a special report from the Rapid Transit Bureau titled "Sharing Experiences of Japanese Rail-Oriented Economic Station Development." Mayor Zhang stated that railway construction is not only a tool for improving transportation but also a crucial foundation for urban development. He encouraged the city hall team to learn from Japan's successful experiences and to boldly innovate and create a more complete urban development blueprint.
Recently, Mayor Zhang led a team participating in an inspection organized by the Railway Economic Association to gain insights into Tokyo's rail economy and station development strategies under the Transit-Oriented Development (TOD) model. He pointed out that while the underground railway project in the city continues to advance, various rapid transit projects are also vigorously underway, urging different departments to coordinate closely with the Rapid Transit Bureau to utilize future station spatial planning opportunities effectively.
Mayor Zhang suggested that the Cultural Bureau integrate aesthetic thinking and infuse art and cultural elements into the station design process, while the Land Bureau can enhance land functionality, and the Urban Development Bureau can drive urban renewal.
The Director of the Rapid Transit Bureau, Liu Qingfeng, stated that this visit to Japan provided very concrete and feasible case studies for observation, allowing local government officials to deeply understand the thought processes of developers and operators, which will provide a macro perspective for the future development of the Taoyuan Metro. After the completion of the Taoyuan Metro circular line, it will form a complete loop network similar to Tokyo's Yamanote Line.
This inspection included representative stations such as National Station, Musashi-Koganei Station, Kichijoji Station, Yokohama Station, Toranomon Hills, Azabu-Dai, and Takanawa Gateway, integrating station three-dimensionalization with the TOD model, combining transport nodes, commercial functions, and living spaces while introducing age-friendly housing policies, achieving a high degree of integration between urban space and public services. The plans from this inspection will be incorporated into broader projects in Taoyuan and Zhongli, combining commercial areas, offices, childcare facilities, social housing, and hotels to achieve a comprehensive approach to "transportation + living + employment + consumption," attracting private investment and fostering traffic separation to create underground and three-dimensional connected pathways.
